TKIS is the labour-market information system of the Estonian Unemployment Insurance Fund (Töötukassa). It provides entitlement decisions, work-ability assessments, case files and payment data to social insurance, courts, healthcare and authorities. The largest consumer is, surprisingly, the patient portal (TEHIK) — every patient session pulls in the labour-market status. No own RIHA entry; classification inferred from the logs.
The TKIS services fall into four clusters — case management, entitlement & decision (work ability), unemployment status & payments, and cross-register & management. Shares are daily averages over Dec 2025 – May 2026.
