Estonia's state digital mail delivery sends around 359,000 messages per day — from authorities to citizens.

Postkast is Estonia's state digital inbox platform, integrated into eesti.ee. Agencies deposit official notices, citizens receive push notifications. Operated by the agency RIA; it routes messages between health IT (TEHIK), EMTA, RIK and local government (ELVL). No own RIHA entry; classification inferred from the logs.

Four thematic clusters

Postkast groups four clusters: the central notification engine, health-portal routing, agency-specific channels and the management/discovery layer. Shares are daily averages over Dec 2025 – May 2026.

Key facts about Postkast usage

What the aggregate data reveals about the state mailbox (Postkast).

71 %

RIA fans out

About 71 % of the load comes from the agency RIA itself — it operates the platform and delivers messages to citizens (eesti.ee). Postkast is infrastructure, not an end-user register.

8 consumers

Few direct consumers

Only eight organisations use Postkast directly (RIA, TEHIK, EMTA, RIK …) and then fan out to millions of citizens — typical of central infrastructure.
