Postkast is Estonia's state digital inbox platform, integrated into eesti.ee. Agencies deposit official notices, citizens receive push notifications. Operated by the agency RIA; it routes messages between health IT (TEHIK), EMTA, RIK and local government (ELVL). No own RIHA entry; classification inferred from the logs.
Postkast groups four clusters: the central notification engine, health-portal routing, agency-specific channels and the management/discovery layer. Shares are daily averages over Dec 2025 – May 2026.
